New Partners for Community Revitalization

Brownfields Policy and Program Initiatives

The problems, concerns and solutions that arise in connection with NPCR’s projects and programs are informing and prioritizing the policy solutions and priorities that NPCR is pursuing:

  • In New York City, NCPR is working to ensure that the new brownfield resources included in Mayor Bloomberg’s PlaNYC 2030 are directed toward cleaning and redeveloping brownfield sites in low and moderate income neighborhoods for community supported end uses.  This activity builds on NPCR’s 2007 work in connection with the Mayor’s Sustainability Task Force and preliminary discussions with the Bloomberg Administration about the role of the city’s new Office of Environmental Remediation.

  • In New York State, NPCR is focused on removing obstacles to the functioning of the state’s brownfield programs, unlocking millions of dollars for the Brownfield Opportunity Area Program and ensuring that brownfield tax credits are available to public purpose projects in low income areas.  NPCR’s activities will build on the reports the organization issued in 2007 on the problems with the state’s brownfield tax credits and the Brownfield Opportunity Area program; and NPCR is carrying out a series of Dialogues state-wide that will be modeled after the July 31, 2007 Roundtable NPCR held in New York City about the Brownfield Opportunity Area program.   

  • Nationally, NPCR will collaborate with nonprofits across the country through the National Brownfields Nonprofit Network Initiative that NPCR conceived in 2006 and developed along with several other nonprofits in 2007. NPCR expects to hand off the leadership role of the Network to the Delta Institute/ChicagoLand REDI, but will remain an active member of the Network, working to advance the national policy agenda and possibly conduct training to local groups as part of a national consortium.
