The Project
DDM, in concert with AHRC, is developing a potentially contaminated property in East Harlem with three floors of low income assisted living units and two floors of mixed office/commercial space. The property is the former location of an auto repair facility and the bank requested a Phase I and II on the property. NPCR reviewed the Phase I and Phase II reports and provided recommendations to DDM for strengthening the Phase II to reassure the lender and to support an application to the City to remove the E designation from the property. NPCR also assisted DDM in discussions with the bank and helped to close the loan.

“In November 2007, NPCR jumped into the middle of an on going environmental analysis of a long vacant lot in Upper Manhattan. NPCR acted as teachers and advisers to DDM, the owners and developers, and as intermediaries with the environmental firm assessing the site.
